1493417 - End beta of new compat tables

The "new" compat tables say "New compatibility tables are in beta". 

The tables aren't new anymore and a lot better than the old ones. We won't go back and we want to remove the beta messaging and the survey.

Instead of the beta messaging we should point people to the repository where they can update the compat data.

Also, on the macro side, move CompatBeta.ejs into Compat.ejs and delete CompatBeta.ejs.
