Details
Bug 1457709 talks about supporting "accentcolor and textcolor on Android without headerURL", but right now we don't support textcolor at all.
:JanH, P5 indicates that staff will not work on this bug but will accept a patch. Did you intend to file as a P5 or P3?

Must have been because I cloned this from bug 1429488 and didn't reset the priority.

It seems that "textcolor" will eventually be superseded by "tab_background_text", as per https://mail.mozilla.org/pipermail/dev-addons/2018-December/004004.html (bug 1472740).
