The wpt manifests now live outside of the tree which means we don't need to run the `wpt_manifest` linter anymore.
We should remove the .yml file, implementation file(s) and the taskcluster task.

This is no longer needed because the manifest update now happens out of tree.
The taskcluster task was already removed, though the actual linter
implementation was forgotten.
