So far, the context menu entries in an addon's browserAction are hidden/removed if the user switches to full-screen (F11).
Some addons have at least part of their functionality in their context menu, so at least a part of the features gets inaccessible in full-screen mode.
Maybe this is related to:
https://bugzilla.mozilla.org/show_bug.cgi?id=1213598
But if there is still a need to remove the context menu, then please at least readd a basic menu which replicates what the Addon wants to be there.

Thanks for the report. I checked in Firefox 62 on Linux and macOS and can see that the context menu items on the extension action menu are unexpectedly not available. Context menu items on tabs and web content (including any extension-added menu items) are visible.
STR.
1. Install an extension with a browserAction icon and menu item such as NoScript.
2. Press F11 (or Cmd-Shift-F on macOS) to enter Full Screen mode.
3. Right-click on the extension button in the toolbar.
Expected:
- Some extension menu items should be visible.
E.g. in the case of NoScript: "NoScript" and separator (via the extension), "Remove Extension" and "Manage Extension" (standard menu items). There are customization-related options such as "Pin to Overflow menu" and "Remove from Toolbar", but these are probably not as important as the menu items from the previous category.
Actual:
- The menu has two items: "Hide toolbars" and "Exit Full Screen Mode".

I suggest that this is a defect, not an enhancement.
It makes certain add-ons that work in windowed mode, break in full-screen mode. Users do not expect full-screen mode to change add-on functionality.
