1494291 - Bold font not bolding properly on macOS with WR enabled

See attached screenshot, from latest nightly on macOS. The gfx.webrender.all pref is modified and should show up as bold, but it doesn't. The glyph spacing is wider, as though it were bolded, but the glyph weight is the same as non-bolded.

(This is on a MBP running 10.13.6 with Intel graphics)

Hm, works on a local build with a clean profile. Might be some wonkiness in my profile.

Ignore comment 2, it does happen on a clean profile with a local build.
