STR:
1. Open 3 tabs:
data:text/html,<title>A
data:text/html,<title>B
data:text/html,<title>C
2. Select tab A
3. Ctrl-Select tab B
3. Right click on tab A and choose Pin Tabs
4. Tab order should still be A, B, C
5. Right click on tab A and choose Unpin Tabs

Expected result:
Tab order of A, B, C

Actual result:
Tab order of B, A, C

I have reproduced this bug with Nightly 64.0a1 (2018-10-02)on Windows 7, 64 Bit!
This bug's fix is verified with latest Nightly!

Verified fixed in latest nightly 65.0a1(2018-11-08) and latest Beta 64.0b8 on Windows 10x64, macOS 10.13 and Ubuntu 16.04x64.
