We forgot to add it to https://searchfox.org/mozilla-central/source/browser/locales/en-US/browser/policies/policies-descriptions.ftl
While we're here, we can also fix https://searchfox.org/mozilla-central/rev/3c85ea2f8700ab17e38b82d77cd44644b4dae703/browser/components/enterprisepolicies/Policies.jsm#768 which ended up with the wrong quotes (" instead of `)

I have managed to reproduce this issue using Firefox 64.0a1 (BuildId:20181003100127) on Windows 10 64bit.
This issue is verified fixed using Firefox 64.0a1 (BuildId:20181011220118) on Windows 10 64bit and macOS 10.13.6
