1497447 - [remote-dbg-next] Allow user to disable connection prompts on device in USB runtime page

As long as we don't share a single connection for connecting to the device and opening toolboxes on various targets, devices will show connection prompts very often.

We could add a control in the USB runtime page to allow users to flip the preference that silences the prompts
