Currently, on https://wpt-api.stage.mozaws.net/install/, I see (among a few other things which are recommended, but not critical for *this* issue, and so are out of scope here):

* {docroot}/results writable: NO
* {docroot}/logs writable: NO

:jbuck - when you get a chance, can you please try to fix these issues?  I highly suspect they are behind current errors like "Test not found" on https://wpt-api.stage.mozaws.net/result/181009_MG_CX/ and others.

Mostly so :jbuck knows, I marked the severity + keywords for easier trackability/posterity, not to put pressure on him or anyone in Ops to "act now."

I (we) don't know what fixed this, so marking as WORKSFORME now - we can revisit this later if it crops up again.
