1498039 - For a particular configuration, it looks like Firefox is blocking 3rd party cookies when in reality it is not

Steps to reproduce:

1. Go to about:preferences#privacy
2. Enable the blue Content Blocking (CB) toggle if not already enabled
3. Check `Third-Party Cookies`
4. Select `All third-party cookies (may cause websites to break)`. Scroll down a bit to the `Cookies and Site Data` section, see that the corresponding setting is enabled, as expected.
5. Now disable CB from the blue toggle.


Actual results:

State of about:preferences: The relevant CB and cookie settings look the same as they did at STR4, except that:
a) they are dimmed
b) there is a "Your settings in Content Blocking are preventing changes to Cookies and Site Data settings" warning.

State of the browser: Third party cookies are not being blocked. I test at https://www.grc.com/cookies/forensics.htm.


Expected results:

a) Given that the warning says it is *preventing changes*, and that the dimmed settings still reflect the last manual configuration (instead of say, being reset to default), I expected the browser to still be blocking them.

b) Minor issue but the "Your settings in Content Blocking are preventing..." warning should not be dimmed. It is telling me why the other settings are dimmed. "Dim the setting but not the warning itself" is how Firefox deals with 'An extension is controlling your New Tab page' type messages too.
