Steps to Reproduce: Select 4 tabs and via context menu select Send Tabs to Device I selected my iPhone Actual Result: I am not getting anything, notification etc.
I just tested with 64.0a1 (2018-10-09) (64-bit) on Windows 10 and Firefox Nightly on Android and it is working for me. Send Tabs to Device uses Sync and has an inherent delay. After sending the tabs, click on the Firefox menu and then click on the two circular arrows to force a sync. Then open Firefox on Android (not sure what the steps are for iPhone), and go to Settings, then click on your avatar at the top of the Settings, then click on Sync Now. The sent tabs should appear now.
