Trying to load https://legalvision.com.au/ while throttling is enabled gives me a blank page and hangs always at around the same files (around the Google Analytics scripts).
My settings are
- 'Persist Logs' off,
- 'Disable Cache' on,
- throttling 'Good 3G'
I have checked on
- DevEdition (63) macOS 10.12
- Stable (62) macOS 10.12
- DevEdition (63) macOS 10.13
I have tested other throttling settings as well and was always able to replicate it. The page load if I uncheck "Disable cache".

I can reproduce the problem on my machine (Win10, Firefox Nightly 67)
