1498507 - PopUp Doorhanger is displayed if the "Back" button is tapped

Environment: 
Device: Motorola Nexus 6(Android 7.1.1);
Build: Nightly 64.0a1 (2018-10-11);

Steps to reproduce:
1. Go to popouptest.com and tap on Multi-PopUp Test#2;
2. Dismiss the dorhanger by tapping on the screen or using the "Back" button;
3. Tap again on the "Back" button to access the page from step 1.

Expected result:
The PopUp doorhanger is not displayed. The doorhanger wasn't displayed when we performed step 1. 

Actual result:
The PopUp doorhanger is displayed.

This worked for me in Nightly 65 on a Pixel 2.
