"Secure Connection Failed" on specific profile, despite urlbar saying connection is secure

When I try to load https://abs.twimg.com/a/1539134078/css/t1/twitter_core.bundle.css on my normal browsing profile, I get the "Secure Connection Failed" error screen, but the URL bar has the green lock and says the connection is secure. I checked Wireshark to see if it was bug 1391207 at keeler's recommendation, and it looked like the server was sending application data before closing the connection. Also, on a fresh profile, I cannot replicate the issue. I also tried the bugged profile in safe mode with add-ons disabled, and the issue still occurred. As far as I can tell this only applies to the Twitter CDN; their main website and pretty much every other website seems to function normally.
