moz-action uris were a workaround introduced in the old urlbar to bypass the lack of specialized match types. Basically we could only pass url/title strings, and as such we created a special url able to contain more information.
In Quantum Bar we can have specialized match types with all the information we want, as such we should remove any code handling/parsing action urls, and rather use the match.type property.
