1499357 - Prepare new about:debugging index.html for CSP

Since we have some trouble enabling the CSP for the new about:debugging (see https://bugzilla.mozilla.org/show_bug.cgi?id=1499355), let's split the bug to first land the refactor of index.html. The only thing that will be left for the CSP will be to add the <meta> tag once the situation is unblocked.

This preparatory work will be necessary to enable CSP for the new about
debugging.

Looks like Bug 1500079 will be modifying the inline script, so will need to rebase on top of it.
