150017 - can't create filter from message

When I click on a message in the message list, then go to Message -> Create
Filter from Message, nothing happens. The Message menu heading is highlighted,
but the filter window never appears.

Reproducible: Always
Steps to Reproduce:
1. Click on a message.
2. Go to Message menu, then Create Filter from Message
3. 

Actual Results:  The Message menu is highlighted, but no filter window appears.

Expected Results:  The filter window should appear so I can create a filter from
the message I clicked.
