1500353 - [remote-dbg-next] about:debugging should have a localized title

about:debugging gap

The title for the current about:debugging is "Debugging with Firefox Developer Tools". The new about:debugging just has "about:debugging" (ie, no title set).

Most user facing about:pageshave titles:
- about:preferences: Preferences
- about:addons: Add-ons Manager

Maybe we can have something shorter than the one for the current about:debugging and include the current page name? "Debugging - This Firefox" "Debugging - Connect" etc...

about:debugging#/runtime/BH900XKU5K|%40org.mozilla.firefox%2Ffirefox-debugger-socket -> Debugging - Runtime / BH900XKU5K|40org.mozilla.firefox/firefox-debugger-socket

Not sure if this is the final format of the titles or not.
Could we close this bug as verified?

Verified as fixed on Firefox Nightly 68.0a1, Firefox 67.0b6 and on Firefox 66.0.2 on Windows 10 x 64, Mac OS X 10.14 and on Ubuntu 16.04 x64.
