IDLGlobal Name Hash and Resolve System Binding

After bug 1489301 the same names should be exposed on BackstagePass and Window. However, currently they still use separate backing tables. These should be changed to share common backing data. I'm marking bug 1500926 as a blocker, as it changes the internals of WebIDLGlobalNameHash, and I don't want to race the two changes.

Yes, that was basically fixing the regression bug 1501607 was tracking.
