Steps to reproduce:
1 Resize browser window to around 500px tall
2 Open responsive mode
3 Go to devices list
4 Select Add Device
5 try to save
Actual results:
Can't reach the Save button because the widow containing the devices list and the form to add a new device is a modal window who doesn't allow scrolling.
Expected results:
have a scrollbar or the modal should be responsive

Thanks for filing the bug!
This is a known issue that is discussed in bug 1498492. Also, we have planned a little redesign for the settings panel in bug 1487857 which will further help with this issue.
I will close this bug as duplicate, but feel free to reopen it you feel the other bug doesn't cover the issue.
