Details
This bug is to investigate the impact of PGO on page load tests.
We can see that PGO improves benchmark times on tests such as Speedometer2.0.
This bug will include the capture of timing on local raptor page load tests with and without PGO.
This can be used to inform the decision making around expanding PGO coverage.

This was ultimately more for my own ability to reproduce the PGO build and results locally.
With help from PI and low-level tools team I was able to do this on Win-10, x86-64.
PGO, as expected from perfherder results, does indeed favorably improve page load timing on real-world sites.
