Details

On bug 1499883, I wrote reflow tests to catch regressions on tab detaching (with an overflowed or non-overflowed tab strip).

The test showed a leak (that might be real) on debug builds, so it didn't land together with bug 1499883.

mconley suggested that I land the test with skip-if = debug (which is what this bug will cover) and to file a separate bug to investigate the leak.
