This was actually a typo in the spec:

Note that because the IDL files in wpt are automatically synced with specs, a PR to revert this change was created:
https://github.com/web-platform-tests/wpt/pull/13744

No worries though, humans are in the loop for merging changes, it won't be merged. Thanks for spotting this!
