1502333 - Add copy/paste feature to AS router debugging

Similar to `about:support` there should be a way to copy all the targeting attributes for debugging purposes (if someone does not see a message they are supposed to see for example). Additionally there should be a way to easily populate the fields with this exported data.

I have verified that the issue is no longer reproducible on the latest Nightly 65.0a1 (Build ID 20181120220133) on Windows 10, Mac 10.13, and Arch Linux 4.16. A method to copy all targeting parameters can be found in the about:newtab#asrouter.
