1502353 - enable Bitbar android hardware tests

Once bug 1502190 is resolved and we enable the new Bitbar image for all worker types, we can re-enable the Bitbar tests on trunk. This enables 

This only enables the jittests and the mda tests and the raptor tests on g5 on try since they are still tier 3. I can't afford to sheriff tier 3 jobs and keep up with the other things on my plate. I think we will be able to quickly move the p2 mda tests to tier 2 at least.

Maybe. We have the 5 new pixels one of which will be for battery testing which gives us 4 to add to perf testing if needed. Let's get things back up and running and see how we do.
