Steps to reproduce:

The work in 1313429 does not support scrubbers. Scrubbers would allow us to add items to the Touch Bar like a tab switcher. Safari offers a scrubber tab switcher in the  Filing this bug as follow up to complete after the main Touch Bar work is done.
