Steps to reproduce:

1. With Firefox Nightly on Android 
2. Go to https://www.medicinenet.com/acne/article.htm#
3. scroll toward the bottom

Expected:
Scroll is smooth and menu/page indicators are not shown at the top of the viewport

Actual:
Scroll is janky.

It has a tendency of disappearing once the devtools are opened. So something is fishy here.

The MedicineNet and eMedicineHealth sites aren't scrolling poorly on my phone anymore, and their fixed headers seem to work as they do on Chrome, so we have no known webcompat breakage here anymore. Let's remove the webcompat flag for now.
