1503402 - Replace Fennec "Report Site Issue" with Web Extension desktop version

Now that Report Site Issue in Desktop is a web extension, it would be good to use that in Fennec -- it would allow us to get all the same metadata info that we do in desktop.

Basically, this will replace: https://searchfox.org/mozilla-central/source/mobile/android/chrome/content/WebcompatReporter.js
