I tested this issue on Mac Book Pro 13" 10.14 with FF 63.0.1 release and FF Nightly 65.0a1(2018-11-04) and I can't reproduce this issue.
Can you please retest this in safe mode? here is a link that can help you:
https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode
Please download Firefox Nightly from here: https://nightly.mozilla.org/ and retest the problem.
Also if you are still able to reproduce the issue after trying all the above I think it will be a good idea to make a screen recording with the problem.

I'm too having same issue. I've retested problem in safe mode and with nightly build. Issue occurs both times. It's even worse when you try to watch embeded videos e.g. reddit.

When I'm capturing screen with quicktime the flickering is barely there, so I filmed it with my phone. https://www.youtube.com/watch?v=xfjJh4xb2BM

Thanks for your help, can you please post the information from "About this Mac"?
I'm also wondering if this is only on Mac 10.14 or it can reproduce it on other Mac OS?

I tested on a MacBook Pro (13-inch, 2017, Two Thunderbolt 3 ports) 2.3 GHz Intel Core i5, 8 GB Ram, Graphic Card Inter Iris Plus 640 1536 MB. I can't reproduce the issue described.
Marcia, please look over this bug, maybe you can reproduce it. Thanks

I am not able to reproduce this on my Mac hardware, MacBook Pro (13-inch, 2017, Four Thunderbolt 3 Ports), Intel Iris Plus Graphics 650 1536 MB, running ahead on 10.14.2. I suspect this might be a graphics card issue, so it would be interesting for the reporter to let us know about his machine specs and whether he has the same graphics card as the user in Comment 6.
Also it might be helpful to know whether this happens with all youtube videos, or only specific ones. URLs to reproduce would be useful.

Today I observed that flickering happens on all webm format videos. The part that is flickering is directly on moving picture. The part that is not flickering is on the black frame of the video.

Could you run mozregression[1] to isolate this? If you have never run mozregression before, simply run these three commands in a Terminal window:
sudo easy_install pip
sudo pip2 install -U mozregression --ignore-installed
mozregression
A number of Firefox versions will open in succession to narrow down when this started occurring. Simply type "good" or "bad" in Terminal based on whether or not a build reproduces the bug.

Pramod Gobburi can you please confirm that this issue is not reproducible on Nightly 65.0a1? Here is a link from where you can download the build and test it, https://www.mozilla.org/en-US/firefox/channel/desktop/#nightly
Thanks jmindaugas17 for testing this.

So the problem was disabled hardware acceleration. When I enabled it, everything works fine.
