1504344 - Remove the pref dom.xhr.lowercase_header.enabled

The pref was flipped to true in bug 1398718. It should be safe to remove it outright if there is still no fallout after a release cycle or two.

Andrew, Henri, do you think it's been long enough for us to remove this pref? It landed in 64, and I haven't seen any fallout yet that is actionable. (Removing it would also help simplify the patch for bug 1491010, where I plan on having the XHR code re-use the same code Fetch is using, which doesn't have this special-case).

If we've shipped in this state since 64 without actionable problems, removing configurability seems OK to me.

My only concern is that we haven't had an ESR cycle since shipping it but I defer to Henri so let's get rid of it :)

Remove the pref dom.xhr.lowercase_header.enabled, as we are unaware of any actionable compat concerns now that bug 1540688 landed, and an ESR had been spun off.
