in the "message filter" window nothing happens when hitting the "new" button.
also "creating filter from message" gives me the "message filter" window, but
nothing else

Steps to Reproduce:
1. hit "message filters" in mail "tools" menu
2. hit "new"
3. nothing happens

Actual Results:  nothing happens

Expected Results:  i'd wish i know...

using german macOSX 10.1.5
WorksForMe using FizzillaCFM/2002052918 (rv1.0.0). I'm able to create a new filter.

Alex, can you reproduce this problem using a new Mozilla user profile?
Summary: no message filters possible → Cannot create a new Message Filter
I'm marking this as dup of bug 140591 because it fixes creating filter from msg and 
the other part of the bug could be a side-affect of this.
