Details
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:63.0) Gecko/20100101 Firefox/63.0
Steps to reproduce:
Create new tab page
Move 'New Tab' page to a new window (either already existing separate, or create a new window with the 'New Tab' page)
Actual results:
Search bar in 'New Tab' page does not redirect to the set search page upon pressing enter.
Reloading the 'New Tab' page that contain the issue fixes the issue on that page.
Moving a "fixed" tab into a new window reintroduces the issue.
Expected results:
Redirect search to set search page upon pressing enter.

Hi Christopher,
I tired to reproduce this on Windows 10, Firefox Nightly 65.0a1 (2018-11-08) and Firefox 63.0.1, by setting a default search engine and cannot reproduce it. The search engine remains the same even following the steps you described.
Can you please offer some more details, in steps, about how you set your search engine?

The default search engine is set (Win 10, Firefox 63.0.1) using the 'Default Search Engine' under 'Search' in the options menu.
The wording I used originally can be read to indicate that the problem is that it redirects to another search engine than the one specified in the options menu, which is not the case.
To further clarify the behavior of the problem, under normal operations (to my understanding), the search in the new page tab should redirect a search in the Search Bar in the New Tab page to the default search engine once the user presses Enter. However, the Search Bar in the New Tab page fails to redirect the search to a search engine in any way, no matter which search engine is set. Instead, the page remains on the New Tab page with the search sentence/word remaining in the search box as if it has failed to receive the input from pressing Enter.
Apologies for the poor wording in the original report.

The only thing I manage to reproduce is the following:
1. Open FIrefox
2. Open a new tab
3. Drag it outside the window
4. Try to write something without clicking the search bar
Result: Cannot type because cursor is not in the search bar
Is this the case you described?

The steps would be the same up to step 3, after that it deviates.
Normal behavior:
1. Open Firefox
2. Open a new tab
3. Drag it outside the window
4. Click the search bar
5. Type out search (successful)
6. Press Enter (while still having the search bar selected)
7. Page is reloaded to the result page of the default search engine/page where the result from the search is displayed
Faulty behavior:
1. Open Firefox
2. Open a new tab
3. Drag it outside the window
4. Click the search bar
5. Type out search (successful)
6. Press Enter (while still having the search bar selected)
7. Nothing happens (No redirect or feedback from New Tab page, as if the press is not registered)
The problem however seems to have been fixed/resolved in 63.0.3, trying to reproduce the problem with 63.0.3 no longer produces the faulty behavior.
Since the patch notes for 63.0.3 does not directly seem to mention any faulty behavior in New Tab search bar, I installed 63.0.1 on a VM and were able to reproduce the faulty behavior, but when updating to 63.0.3 on the VM it also fixed the problem.
I assume one of the fixes applied in 63.0.3 also fixed the cause of this problem.
