Suppress telemetry errors when recording/replaying.

Yesterday, ContentSessionStore and ExtensionTelemetry started failing and showing errors in the console.
Because telemetry is disabled in recording/replaying processes, telemetry operations always generate an error which is logged to the console. This patch suppresses this logging.
