Fuzzyfox is a little flakey, syncing the pref between devices is a bad idea. Let's not do that for now.

The issue is reproducible on 65.0a1 (2018-11-06). I also managed to verify the fix on Windows 10x64, Ubuntu 18.04 x64 and macOS 10.13.6, using 65.0b12 build1 (20190117232427). The following prefs are successfully set to false: services.sync.prefs.sync.privacy.fuzzyfox.enabled and services.sync.prefs.sync.privacy.fuzzyfox.clockgrainus.
