Right now the Fake H264 GMP encoder returns frames that are unusable by anything but the Fake H264 GMP decoder.

This makes the H264 webrtc mochitest fail when using real h264 decoder (as in bug 1505284).

We should make the fake GMP encoder returns dummy frames that can be properly decoded.
