It was pointed out in https://bugzilla.mozilla.org/show_bug.cgi?id=1501985#c10 that the context of some of the labels has changed. ex radio buttons changing to options in a menulist. In English this context change is fine, but in some other languages maybe not, so I'm giving these elements new ids.

This changes the strings' l10n ids for the strings that changed context but did not previously change their ids.
