Spinoff to add a test for bug 1502010. The scenario in question is when an element has touch-action: pan-y, and the user does a horizontal pan action on the element, the web content should get a series of pointermove events tracking the motion. Prior to the patch in bug 1502010 we would dispatch a pointercancel pretty much right away. This could result in broken content effects like JS-based carousels not working, etc.

Hm, looks like we are still getting events after the test ends. I thought I handled that better in this second version but I can robustify even more.
