wpt reftests need to run on (at least) the x86 android emulator in CI.

https://treeherder.mozilla.org/#/jobs?repo=try&revision=e45d19df675b597d3133c767b5a42d7e722f45ea has the patches but not the metadata changes yet. The tests are marked as tier-3 so you need to enable that to see the differences (but should land as tier-2).
