"Mute tab" has an inappropriate behaviour on sites that use Flash (can't be muted or unmuted)

- You can reproduce the issue easier on x85 builds.

[Affected versions]:
- Nightly 65.0a1
- Firefox 64.0b13
- Firefox 63.0.3

[Affected platforms]:
- Windows 10 x64
- Ubuntu 18.04
- macOS 10.14

[Steps to reproduce]:
1. Go to http://www.y8.com/games/mega_mechs_assembling.
2. Play the game for at least 30 seconds.
3. Mute the tab (right-click -> Mute or Ctrl+M or click on "Mute tab" symbol).
4. Unmute the tab.

[Expected result]:
After step (3) - The tab is muted.
After step (4) - The tab is unmuted.

[Actual result]:
After step (3) - The sound can still be heard. 
               - In some cases the "Mute tab" symbol is not displayed. 
After step (4) - The sound cannot be heard.

[Regression range]:
- I don't know it's a regression, but if it is I will try to find a pushlog as soon as possible. 

[Additional notes]:
- To reproduce the issue sometimes you have to focus on another tab and then mute the tab.
- On Ubuntu the bug is intermittent.
- It happens on other sites that use Flash: http://wwwns.akamai.com/hdnetwork/demo/flash/default.html.
It's not a regression. This issue is reproducing on older Nightly from 2015-08-27 (when the Mute tab feature was implemented). 
But the x32 builds seem to be more affected by this issue than the x64 ones.

This issue is still reproducible on the 32-bit builds. Tested using the latest Nightly 70.0a1 on a Windows 10x64 machine with a 32-bit build.

Looks like a duplicate of #1354992.

Resolving as wont fix, plugin support deprecated in Firefox 85.
