1510570 - Move test_privateWindow from browser_UsageTelemetry_urlbar.js to somewhere in browser/components/search

test_privateWindow is all about testing SEARCH_COUNTS. As the handling of that has recently moved from BrowserUsageTelemetry to SearchTelemetry, I think we should move the private window checks across as well, so that it is all in one location.

As discussed on Phabricator, having thought about this and discussed this a bit, I'm in agreement it doesn't really make sense to do this now. Maybe sometime later we can take a look at our current telemetry probes and simplify them (e.g. not overload SEARCH_COUNTS so much), and at that time, sort out where the tests live etc.
