STR:
As member of group who can edit own comments, add a comment to a bug.
Once page updates, click the edit comment button, but not after clicking edit bug
Expected:
1. Edit button not present until clicked edit bug, or
2. Able to edit comment
What happens:
Background color of comment changes. Comment not editable.
Click edit bug, rest of bug is editable, but not own comment.

Some weird stuff does happen if you mix using the 'edit' button with the edit comment button.

We can release to a pilot group with this released-noted, since there's a workaround, but we should fix before broad release.

So what's going on here is the strings BUGZILLA.strings.InlineCommentEditor aren't loaded for the results of process_bug.cgi.
My PR uses a different check for that.
