If we're expanding use-counters to all of (or many of) the web platform features, then both main ping size and privacy become things to consider. Assumptions: - The use-counter collection is more of a "census". - It does probably not require correlating with most other main ping data to be useful. If those hold true, we should consider just moving the use-counters to a separate ping. With bug 1494991 now providing multi-store support, this should be easier. See also bug 1477433, comment 28 ff.
