Steps to reproduce:

1) Open many new tabs.
2) Click the all tabs button


Actual results:

The scrollbar is not fully visible.


Expected results:

Scrollbar fully visible.

More seriously, please don't ask contextless questions. I have no idea what you want me to do here, or why you pinged me (I don't think I was involved with the rewrite of the dropdown).

To help this bug move forward:

- is this a regression? Or has it been like this since bug 1446101 landed?

This also happens in normal menu.

If the window is in full size, the scroll bar is not fully displayed (what the other bug reporter said).
