We decided to unblock bug 1503756 by creating a fork of the image that inherits from the last known good version of the image. This bug tracks unforking the Docker image. We will need to apply the device name patch and figure out why the Android emulator isn't working before we can do this.
I'm pretty confident that the Android 7.0 emulator isn't starting because it doesn't have a normal graphical desktop environment: https://bugzilla.mozilla.org/show_bug.cgi?id=1503756#c53. If someone can get Xsession to run without crashing, I think the emulator will work fine. And if we can get Xsession to run without crashing and the emulator still fails, I'd be happy to investigate further.
We decided to modify the existing desktop1604-test image to use a base image that was a snapshot of the last known good image. See https://hg.mozilla.org/integration/autoland/rev/12750da9341c.

This bug can be closed as we no longer have any intention of unhacking the ubuntu1604 image; instead we will migrate to ubuntu1804 or debian10.
