User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:62.0) Gecko/20100101 Firefox/62.0

Steps to reproduce:

1. get a url in the address bar that is longer than the visible area (extends to the right).
2. hover the mouse cursor over the address.


Actual results:

no tooltip/title showing the full url. no tooltip at all.


Expected results:

i thought that the full url always appeared when hovering. i just upgraded to v.62 from v.57 (?) or so. actually, i'm sure the url always used to appear in full. now nothing.
