[Steps to reproduce]
1. Open Firefox with a new profile
2. In the Hamburger Menu, click on Content Blocking
3. Select Custom
4. Set Trackers to "In all windows" and Change block list to Strict protection
5. Go to a page with a Google Recaptcha (https://patrickhlauke.github.io/recaptcha/)
[Expected result]
Google Recaptcha appears and works accordingly
[Actual result]
Google Recaptcha is blocked and doesn't appear on the page

Changing the Severity to Major because it represents a risk to the functionality of the feature and user experience.

Please don't spend time testing tracking protection with the strict list (i.e. step 4 in the STR in comment 0). We don't really care about that configuration and there are many many known breakage bugs in that configuration (like this one) known already.

Testing breakage for Custom and Strict settings is out of scope. We know there is breakage. The UI even warns users about this breakage when they select these settings.
