In order to support QA for a roll-out in 64, we would like to turn on snippets in beta.


If all goes well, we change this to on for all users.

Steps to test:
1. Set up ASR devtools via these instructions: https://docs.google.com/document/d/1U8QegwAIXcm3pkznL0mvZ2r0tNXSsnbu9rH82c2dNyQ/edit#heading=h.v67ohgjjeblk
2. Open about:newtab#asrouter
3. Ensure "snippets" is turned on by default
4. Change selector tool to show snippets content
5. Click "show" on each snippet, ensure you see snippets
6. Open about:newtab. Ensure you see snippets showing up on new tab.

I have verified this issue with the latest "Firefox Nightly" build (65.0a1 Build ID - 20181206214149) installed, on Windows 10 x64, Ubuntu 18.04.1 x64 and Mac 10.13.3, and I can confirm the following:
- The "snippets" section is turned "ON" by default in the "AS Router" page.
- The "snippets" are triggered if their "Show" button, from the "AS Router" page, is clicked.
- The "snippets" are automatically triggered when a new tab is opened.
