Creating this bug as a reminder that we need to document the new Terraform configs in version-control-tools before calling the "hg in cloud" work complete.

Expanding the scope here, what we really need to do is document everything related to the CI-private hg service. This includes the private service architecture, details of the Terraform configs and how to make changes to them, modifications to the replication system (repo filters), the Ansible pieces (how to add a new host, bootstrap procedure, etc), the hgmointernal Taskcluster secret, and likely a few things I haven't listed here.
