https://searchfox.org/mozilla-central/rev/adec563403271e78d1a057259b3e17fe557dfd91/toolkit/modules/sessionstore/Utils.jsm#111 currently belongs to session restore and it's being used by other places. It likely should be moved under caps/ and maybe exposed through Chrome/BackgroundUtils.

Closing in favour of moving this code to E10SUtils instead.
