In bug 1486040, we #ifdef'd out a bunch of code to get DLL blocklisting to
build on aarch64 windows. This situation is suitable for getting builds
running, but according to jimm and aklotz at the arm64 meeting in Orlando,
this situation is not suitable for shipping, because the blocklisting code
reaches into other parts of the system other than preventing malware DLLs.jimm, can you figure out who should own this?
jimm, you canceled this without providing any update. Can you provide an update on status here?

ARM leads are aware of the situation. We're investigating the uses here but currently we don't see a need to ship arm support for this until the summer.
